me too, I was thinking that those are reserved for party of players or something. I noticed 2-3 in Haroda's Main town.

i have 5 empty in Farolin Grounds, 2 in Haroda's Main Land and another 1 or 2 in Sonoria
besides there is not possible to travel between Sonoria and Haroda's Main Land, and dont see red arrows to travel to provinces tier 3 in future 8)

and in Haroda's Main Land there is no place to dig

Dungeons are currently "populated"
You get over 100% chance because of the nature of the dungeon.
Dungeons are divided into types.
Each type of dungeon has more chances for certain resource to be gathered and less chances for different resource.
I'll leave you alone to determine those chances.
