There is no way for a moderator to check all the pm, chat, chat rooms etc.
If someone is sending you messages with insults the first you can do is to report it. It is advised to include some screen-shot with the message. The report can send to someone moderator - community manager, or by e-mail direct at support.
By chat you mean what?
It is the chat with the pms from friends or guild members and heroes at the same province, also there is a chat like mirc....
And if someone have questions we are here at forum and at "Ask for Help"....
