I don't understand why rare items do not count toward the fulfillment of crafting stages of storylines. A one handed copper sword is still a one handed copper sword whether or not it has additional benefits.

Hello :)
That is because last you can have a mision of 5 swords of tier 2 and they accept one legendary but the programmers see that a legendary sword is best for the players for that they sell them or other thing :)  :D

then that should be my option. I am Tier 4, I have little use for the 2 rare, one-handed copper swords I created.

Well if you do not need them, you can always sell them!!!
Tier 2 players can give you some of their gold, or give them to guild members....
Anyway is way better for you and the other players, than give them for the quest...
