Try Hire Mercs with level 9-19-29-39-49-59 only...
accordingly to yours level
you level 1-9 : need hire merc with level 9;
you level 10-19 : need hire merc with level 19;
etc...

I think more better to give the choice to player:
what Skills and Attributes to select for mercs in process of merc hiring and level up...

Attributes is fine because they increase in same ratio...but skill can be incorporated i think...

I strongly disagree with this. Mercenaries are other adventurers technically, you don't own them. So, you can't ask them customize themselves according to your likes. They have their own advancement and you only pay them if you like them (hence the choices). If you could customize them at will, it will be like you've got 6 characters instead of 1.

Agreed. But i dont want this option to the player. It could be random...

Maybe only make available to raise mercs' tiers at specific levels (tier 2 at level 10+, tier 3 at level 20+, etc) and implement a slight raise to their already existing skills by 1-2 points (or random) during the upgrade?

While I was writing the last post in this thread http://forum.imperialhero.org/int/index.php?topic=5850.0 you wrothe this one with a very similar argument.

My main gripe is that higher tiers merc often have unusable skills.

Cuorion suggestion of a random (but usable) skill seem the most balanced.

I would add that adding 1 skill every 3-4 levels seem the best solution (the best mercs have around that number of skills), BUT it is important then to upgrade the cost of the mercs when their tier get increased.

A level 21 merc that has been with you from level 5 would ask a bit less (out of loyalty) than a 21 level merc you just employed, but not 1/16 of the wage.

My previous argument was basicly to deyana's post.
I would also agree that mercenaries would have to be more expensive, should such changes take place.
