Ranger's evade skill

I have developed my evade skill to some extent and it gives 6% more chance to evade. However, I have fought several battles and what I have noticed is, that I use this skill only in round 2 (I am a ranger and round two is the first round an unranged opponent can attack me).

In the evade skill description it is not mentioned if it works only once in a battle, through a certain period of rounds or each and every round (as I assumed first). I hope we will have detailed information about how the rest of the skills work on game mechanics too.

i asked Oton the same and he gave me this

Evade skill adds to your agility points. example:

you have 80 agility
you have 12% evade
the enemy has 40dexterity

you have a 80% (agi) + 12% (evade) = 92% chance to
he has a 40% chance to hit you

92-40=52%

now the base lvl to get hit is 75%.
so 75%-52%=23% chance to get hit

So, although only the first "hand-to-hand" round the message is shown, the skill works every next round too and the message just comes to show that the skill is "activated" . I think it should be not only
Evade skill adds 6% to the Evade chance chance of ???
but
Evade skill add 6% to the Evade chance chance of ??? untill the end of the battle
so that people don't get confused.

Another relevant question is, does this allow getting enemies lower than the otherwise minimal 25% to-hit?
