It should be level 38 cause you need 28 points to invest in weapons and shield and 10 points in the Basic Skills.

PS: you can use only daggers in dual wield.

I don't know if this is the case for rangers as well, but warriors need to be level 40 to maximize weapon masteries (levels 6 and 7), thus unlock dual wield.
