No because 40% bonus to both Agility and Dexterity looks crazy awesome. At least PvP wise.

yes, but damage is very low. moreover if this bonus is calculated to base (like used to be here). its not too much. base mean your skill before other bonuses counted.

Ranger's dual wield is the only way for a ranger to survive in tier 5. Both PvP and dungeons.
