Wierd Upgrade of Guild Stash

After I click "Upgrade", items in Guild Stash became unaccessable and gold from Alliance Treasury wasn't even deducted.

Well, after awhile, "Upgrade" button reappeared and this time clicking it properly rendered Guild Storage at level 2.
But, still the Stash is unusable. And without it, whole Guild is meaningless.
