Healing at Marina Health bug

I am confused that I can only heal my level 2 merc, but not my level 3 mercs at Marina Health in Far Coast Village, which is a Tier 3 province.  I thought you healed level 2 mercs in Tier 2 provinces and level 3 mercs in Tier 3 provinces.

As a general rule, not all buildings in every province share the same tier as the province itself. In your example, if you enter the healer in Bunar province the first row reads "Healer Tier 2". You'll have to search for a tier 3 healer elsewhere (Great Winds Province is the closest Tier 3 healer to Bunar actually).

Thanks for clearing that up.  I never noticed the top part where it said Tier 2 healer.
