Alguém poderia me informar o pq de eu não passara de categoria 2 para 3 em artesanato, apesar de já ter conseguido alcançar os 300 pontos?

Meu nível é 19, precisa ter nível 20 para poder passar para categoria 3?

Sim.
1 a 9  - categoria 1
10 a 19 - categoria 2
20 a 29 - categoria 3
30 a 39 - categoria 4
40 e seguintes - categoria 5
