That trully brilliand game is Giants: Citizen Kabuto.

Okay, last entry for me.

Again, an older game that I enjoyed. SimCity 2000 was much better at town building, but this was fun for a while.

Although I have never played this game, I'd bet it's Caesar II, since it looks too similar to Caesar III, which I have played for hundreds of hours. :)
