There are three kinds of crafting tools sets - one for the armorsmith, weaponsmith and jeweler.
Each set can be worn only by a player with a specialization in the respective profession and grants an additional bonus for the crafting of rare items. The tool set starts giving this bonus only after 201 Crafting Points have been reached in each particular level.
The tier of the crafting tools determines in which tier it gives the bonus for crafting a rare item. However, it grants the same bonus for all the lower level tiers, in which proficiency (201 CP) has been achieved as well.
Example:
An armorer with 201 CP in tier 2 and 201 CP in tier 1 has equipped a crafting tool set tier 2 with 4% bonus.
He receives an extra 4% chance to craft a rare item both for tier 2 and tier 1 items.
