can a merc have 100% of critical hit?
Even if he has 100% by summing all his weapon bonuses, skills and all that stuff, the Critical Hit Chance in battle cannot be more than 50%.

No, you cannot. The chances of delivering a critical hit in a battle never exceed over 50%. The good thing about having more than 50% chance is that the enemy's agility will reduce your crit chance not from 50% but from it's actual value.

Refers in dungeon and  PVP??

And another thing... 100 dexterity is 10% chance critical hit... If the player have 1000 agility  *xxx*, that will be 100% escape to hit?  :)  Will be possible enemy in all rounds, make "fails to hit" on hero?? To be hero as like teleported in battle... *SCRATCH*

There is a minimum chance of hitting your opponent. 35% methink. So if you have 10000000000000000000 Agility and I have 5 Dexterity I will still hit you roughly 1 out of 3 hits provided I'm in range.

Quote
Dexterity:

Determines the hero's chance for successful attack (enemy's agility is taken into account as well). With both your dexterity and enemy's agility equal, the chance for successful hit is 75%. Each point of Dexterity more than Agility (and each point Agility more than Dexterity decreases the chance to get hit by 1%) increases the chance of successful hit with 1%. The chance to evade cannot exceed 75% regardless of bonuses. Each 10 points of Dexterity grant 1% chance bonus for critical hit. However, the critical hit chance cannot exceed 50% no matter the hero's attributes, skills and equipment.

Quoted from Hero attributes.

I think there were news about several recent (sort of) changes, but I am too lazy to find the official topic. Anyway, iI am sure about it: when the attacker (and/or the defender) has over 100 agility and/or dexterity, both the attacker's and defender's dexterity and agility are "divided" by one and  the same number, so that noone has more than 100 agility and/or dexterity. Then chances to hit are recalculated as above. Example:
Attacker has 173 agility and 230 dexterity; Defender has 198 agility and 215 dexterity.
The highest figure here is 230. In order to become 100, you should divide it by 2,3.
In the battle the attacker will have: 71,217 agility and 100 dexterity; the defender will have: 86,087 agility and 93,478 dexterity

This is valid for any battle.

For PvM this affects your chances too.

For a castle siege you should consider this (took it from the in-game news on 2010-06-15):
Quote
- A modifier which will affect the participants in lower Tiers Outposts and Castles battles will be deployed.
The modifier will decrease the hero`s/mercenaries` attributes by 5% per level difference between the hero and the maximum level of the preceding Tier. All of the hero`s/mercenaries` attributes that are present in the hero screen will be decreased: Strength, Vitality, Agility, Dexterity, Intelligence, Block, Armor and Damage.
Example: A hero/mercenary which is level 52, besieging a Tier 5 Castle will fight with 15% lower attributes.
